Yes, it happens and not all that infrequently. In fact, there were
four (4!) technicals called in the last regular season game between
Houson and Sacramento. One against Swoopes, one against the Coach,
and I don't remember the others. Unfortunately, the Monarchs missed
most of their free throws on those.
Also, if I remember correctly, Coach Bill Laimbeer (Detroit) was
ejected after receiving his second 'T' in the Detroit/Sacramento game
at Arco.
A recent Technical that was missed... Elaine Powell (also Detroit),
threw the ball in a snit after being called for a foul ( I think this
was a first round playoff game, but not sure). None of the refs saw
it, so no Technical was called, but she deserved one.
